Here in Massachusetts, we are reminded of our good fortune in so many ways. We have a well-educated, economically successful population. We have prominent health institutions and universities. And, most importantly, we have public schools that rank among the very best in the nation.
But for the less fortunate among us, many of those opportunities remain frustratingly out of reach. That is especially true for families in urban areas, where 37,000 children are on waiting lists to attend public charter schools – shut out of the education that they want and deserve because of an arbitrary cap on the number of public charter school seats.
I got involved in education to help families like these. My focus is on children who have special needs. Raising a child with special needs is challenging for anyone – but for low-income families, the challenges can be overwhelming. And I’ve seen the difference a great public school can make – both in meeting the needs of children as well as their parents. That’s one reason I believe giving every child a quality public education starts with ensuring their parents have access to a quality public school in their neighborhood.
And frankly, Worcester needs more of them, particularly as the number of low-income students in the city continues to rise. Even as the city spends additional federal funds to support students in the district’s lowest-performing schools, nearly half of Worcester’s kids still can’t read at grade level – and less than 40 percent are proficient in math. Both are well behind the state average.
By offering a free, quality public education to students chosen by random lottery, public charter schools offer a lifeline to our neediest students and families, with the longer school days and more intensive personal attention I’ve seen make a difference with my own eyes.
Massachusetts has the very best public charter schools in the nation. When it comes to closing the achievement gap, we consistently outperform traditional district public schools. And don’t just take my word for it: according to a 2013 study from the CREDO Institute at Stanford University, Massachusetts’ urban charter schools provided significantly higher levels of annual growth in math and reading when compared to peers in district schools. In fact, many urban charters are ranked among the best in the entire state – even outperforming schools in affluent suburban communities.

The challenge for families is that arbitrary enrollment caps have left cities like Worcester with over 700 kids on a waiting list trying to get into a public charter school.
That’s why I was proud to be among the first educators, civic leaders and school leaders and educators to put their name on a ballot initiative that would provide fair access to public charter schools for the thousands of families in our state who want them.
Should we gather enough signatures to get our measure on the ballot, voters will have the opportunity to authorize the state to create a small number of new public charter schools each year, or expand existing ones. Our proposal will give citizens the opportunity to prioritize communities where parents are demanding public charter schools, generally in the lowest performing school districts with the longest waiting lists for public charter schools.
Our proposal will do all this while still ensuring that public charter school growth happens strategically and effectively – holding policymakers to the same standards, process and oversight that have helped make Massachusetts charters the best in the nation.
Children deserve a great public education – all our children, no matter their needs or economic circumstance. Making that possible starts with giving families access to the schools that they want and deserve.
